Zoltan TOTH,

has been Secretary General of the Association of European Election Officials (ACEEEO) since its foundation in 1991. In this capacity, he prepares and executes the resolutions of the ACEEEO Executive Board and supervises the operation of the Association. Mr. Tóth holds a PhD from Faculty of State and Law of Eötvös Lóránd University of Sciences in Budapest. Following his graduation, he worked as an advisor at the Budapest Capital Council and in the Prime Minister’s Office. He later worked as the Head of the Election Office in the Ministry of the Interior for five years and then became the Administrative State Secretary of the Ministry. Recently, he agreed to head the E-Government Department of the Computer and Automation Research Institute of the Hungarian Academy of Sciences. He is the co-author of the book Parties and Elections, contributed multiple essays to the Political Yearbook of Hungary, and is the author of the handbook Election Systems and Processes.

Jeno SZEP,

is a Project Manager at IDOM 2000 Consulting Co. Hungary. He has been involved in the IT development for the Hungarian elections and population register system for the Ministry of Interior as project manager since 1998. He was a core team member at several OSCE/ODIHR Election Observation Missions during 2004-2007. He was also a member of the expert group establishing the Council of Europe recommendations on e-voting in 2003-2004. He is the advisor on election IT for the Association of European Election Officials (ACEEEO) since 2003.

 
Arnis CIMDARS,

Chairman of the Central Election Commission of Latvia from 1997, former President of the Association of European Election Officials (ACEEEO) from 2005 to 2007. Born June 8, 1962 in Jelgava, Latvia. Arnis Cimdars has more than ten years experience in election administration and observation. He has been administrating three parliament elections (1998, 2002, 2006), the first European Parliament elections in Latvia (2004) and several local government elections and referenda, incl. Latvian European Union membership referendum (2003).

 
Tiberiu Csaba KOVACS,

born in Satu Mare, Romania (1955), BA in Law, Faculty of Law – University of Bucharest (1979), director in local public administration (1979-1995), post-graduate studies in law at the University of Cincinnati, Ohio (1993) and London (1995), lawyer (1996-2004), deputy of the Romanian Parliament (1996-2004), PhD in Sociology (in progress), secretary general of the Permanent Electoral Authority of Romania (since 2004).

is a Judge of the Supreme Court of the Republic of Moldova.

 
Igor BOTAN,

is the Executive director of ADEPT. The Association for Participatory Democracy ADEPT is a public, non-governmental, non-for-profit and politically non-affiliated organization based in Moldova. ADEPT was registered in January 2000 and has been awarded a Certificate of Public Utility. ADEPT is an independent centre of analysis and consultation on the decision-making, political, electoral and socio-economic processes in the Republic of Moldova and in the wider region. ADEPT's mission is to promote the democratic values and support citizen active participation in public affairs.

 
Iurie CIOCAN,

Secretary of the Central Electoral Commission of the Republic of Moldova from 2005. Born on May 19, 1971 in Chisinau, Republic of Moldova. 1997-1999 post-graduate studies at the Public Administration Academy under the President of the Republic of Moldova, qualification – referent in international organizations. From 1999 – professor at the PAA under the President of the Republic of Moldova. In 2007 PhD in International Relations. Mr. Ciocan has more then 6 years experience in election administration and observation. He has been administrating one parliamentary elections (2005) and one Local General elections (2007).

 
Renata LAPTI,

Deputy Chairman of the Central Electoral Commission of the Republic of Moldova from 2005. Born February 3, 1976 in Chisinau, Republic of Moldova. 1995-1999 - has studied at the Faculty of Law , University “Babes-Bolyai”, Cluj-Napoca (Romania), licentiate in Law .  2003-2004 – post-graduate studies at the Postgrado University, Madrid, Spain, Master in Companies Administration. Mrs. Lapti has ,more then 6 years experience in election administration and observation. She has been administrating one Parliament elections (2005) and one Local General elections (2007).

 
Artemii AXENIA,

Chief of the Apparatus of the Central Electoral Commission of the Republic of Moldova since 2007. Born January 26, 1942 in Edinet District, Republic of Moldova. Mrs. Axenia has more then 28 years experience in election administration and observation. 1980-1989 has occupied different important positions (secretary, chairman) in the Hincesti District Council, being also responsible for the organization of the elections in the region. She has started to work in the Central Electoral Commission from 1989, when was established the first nonpermanent commission. She has occupied in the CEC different positions in different periods (around 12 years worked till now). In 1990 has participated at the management of the first democratic elections from the Soviet Socialist Republic of Moldova. She has been administrating two Presidential elections (1991, 1996), four Parliament elections (1994, 1998, 2001, 2005), three Local General elections (1999, 2003, 2007) and some referenda.
