In August 1991, on the initiative of International Foundation for Election Systems (IFES) the Central European Electoral Systems Symposium was organised in Budapest, Hungary. As a result of this meeting, participants agreed to establish an association to develop democratic processes and procedures in the region. The new organisation, the ACEEEO was established in November 1991, in Budapest, on Hungary's initiative, with IFES' support.

ACEEEO is a non governmental and nonprofit organisation whose main aim is to contribute to democratic and fair elections in the region. The mission of the organisation is to provide a nonpartisan forum, independent of national governments, for the exchange of information among election officials and experts throughout the region covered by the Association to discuss and act upon ways to promote open and transparent elections with the objective of supporting good governance and democracy.

The supreme organ of the Association is the General Assembly. In general the Association is governed by the Executive Board consisting of seven institutional member countries' representatives (Croatia, Latvia,Lithuania, Poland, Russia, Slovakia, Ukraine).

ACEEEO Headquaters, its Secretariat and the Documentation Centre are in Budapest. Dr. Zoltán Tóth, former Director of Elections for Hungary has been the Secretary General of the Association since its establishment.

ACEEEO has a wide range of activities, for example:

  • to hold yearly conferences
  • to maintain a Documentation Centre
  • to act as an international observer of elections
  • to organise education and training for electoral officials
  • to improve international co-operation
  • to help in establishing electoral committies
  • to exchange experience of electoral experts

Until now conferences of the ACEEEO were held in Budapest, Siófok, Kiev, Moscow, Vilnius, Bratislava and Warsaw. In 2001 the annual conference will be held in Zagreb, Croatia. At this moment ACEEEO has 18 institutional members, which are the following: Albania, Armenia, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Hungary, Latvia, Lithuania, Macedonia, Moldova, Poland, Rumania, Russia, Slovakia, Turkey and Ukraine. We are determined to make new efforts to increase the number of member states. Our strategic aim is to become an European association of election officials based on the wide co-operation of its members.
