
According
to the resolution of the founding meeting of ACEEEO
the first annual conference was held in Kiev, the
Ukraine between December 15-17, 1994. The representatives
of 15 Central and Eastern European countries participated
in the annual conference, among them officials from
Albania, Belarus, Bulgaria, Croatia, Estonia, Hungary,
Kazakhstan, Latvia, Lithuania, Macedonia, Moldova,
Poland, Romania, Russia and Slovakia. Apart from discussing
their own electoral processes the election officials
addressed topical issues and problems as well and
in this way they could expect a great amount of interest
from the participants. Invited speakers offered their
views on the pertinent aspects of a model-type electoral
process, including minority representation, voter
education and the obligations of election observers.
