Andrew
Ellis is currently the head of the Electoral Processes
Team at International IDEA in Stockholm. He has wide
experience as a technical adviser on electoral and
institutional matters in democratic transitions. He
acted as senior adviser for the National Democratic
Institute (NDI) in Indonesia from 1999 to 2003, working
with members of the Indonesian legislature on the
constitutional amendment process and on reform of
electoral and political laws, and with non-governmental
organizations (NGOs) and political commentators. Among
his other assignments, he acted as chief technical
adviser to the Palestinian Election Commission under
the European Commission’s support for all aspects
of the preparation of the first Palestinian elections
in 1996, and designed and planned the European Commission’s
electoral assistance programme in Cambodia for the
1998 elections.
Previously
a director of a political consultancy, Andrew Ellis
gained extensive knowledge of Central and Eastern
Europe, establishing offices in Prague and Budapest
and representations across the region. Up to 1989,
he served as Vice-Chair and as Secretary-General of
the UK Liberal Party and Liberal Democrats and has
also been elected as a member of a first tier local
authority in the UK.
He
is the coauthor of ‘Electoral System Design: The New
International IDEA Handbook’, published in 2005.
