Manuel
Carrillo Poblano obtained a B.A. in Political Science
and Public Administration from the Faculty of Social
and Political Science of the National Autonomous University
of Mexico, and a Master’s degree in Political Science
at the Center of International Studies of El Colegio
de México.
He
worked in the public officials’ training program at
the National Institute of Public Administration (INAP),
as well as several agencies of the Mexican government,
such as the Secretariat of the Interior and the Office
of the President of the Republic.
He
has participated in several missions of electoral
observation and technical assistance projects regarding
the organization of elections in other countries.
He
has written several articles on electoral issues,
and collaborated in the second edition of the Electoral
Dictionary published by the Centre for Electoral Promotion
and Assistance of the Inter-American Institute of
Human Rights (IIDH/CAPEL).
He
has been Chief of Staff for International Affairs
at the Federal Electoral Institute of Mexico since
1993.
