Viktor
Vasilievich YASHCHENKO: Born on August 14, 1952.
From April 2002, heads the Federal Center of Information
Technologies under the Central Election Commission
of the Russian Federation. During this period the
Federal Center of Information Technologies has carried
out the upgrading of the State Automated System of
the Russian Federation "Vybory," developed
automatic ballot processing complexes (now successfully
used in practical work) and electronic voting complexes,
provided information support of the parliamentary
and presidential elections in 2003 and 2004.
Participated
in drafting the Federal Law "On the State Automated
System of the Russian Federation "Vybory,"
several other election and referendum laws.
Candidate
of Science (Technology).
Author
of 51 articles on the theoretical and practical problems
in the field of information technologies.
In
2004, represented the Russian Federation in the expert
group of the Council of Europe on the development
of legal, operational and technical standards for
electronic voting.
