The International Foundation for Electoral Systems (IFES) is the world’s premiere election assistance organization, providing countries with technical advice and tools to run democratic elections. IFES is an international, nonpartisan democracy development organization that works to give people a voice in the way they are governed.
 
1990 and 1991 were the first years when citizens in Central and Eastern Europe could freely express their political opinions and when the first fair - that is fraud-free - elections could be organised. It was on the initiative of IFES that election experts of Central and Eastern European countries held a conference in 1991, in Budapest to discuss the technical conditions to free, democratic and fair elections. This conference led to the establishment of ACEEEO and IFES joined us as member supporter.
