| 1998- Promoting Access and Integrity in the Electoral Process |

25-27 November, 1998 in Vilnius, Lithuania. His Excellency President of the Republic of Lithuania, Valdas Adamkus welcomed the conference guests and underlined that organization and execution of democratic elections became an integral part of the progress and modernaization of countries which regained independence in the latter decade. The conference was attended by 62 delegated representing 22 countries.
