The training was a result of the joint sponsorship of IFE, TRIFE, UNDP Mexico, IFES (International Foundation for Electoral Systems), IIDH-CAPEL (Inter-American Institute of Human Rights) and ACEEEO. Without this financial cooperation the workshop in Mexico City wouldn’t be possible.
During the 5 days of the training more than 18 high qualified professionals give lectures on their subject. The topics were mainly gathered around the administration processes of elections with a practical focus. The topics can be summarized as it follows: (1) electoral systems and representation mechanism, electoral administration; (2) creation and development of an electoral roll, electoral geography; (3) organization and logistics of elections; (4) civic education; (5) financing political parties; (6) communication and mass media; (7) brief description and analyzing the Mexican pattern.
Beside the benefits of the exchange of both side’s professional experiences the teambuilding component of the journey was also very important for the Central Election Commission of Bosnia and Herzegovina. The second day’s organizational and strategic analysis indirectly illuminated those strategically weak points of the CEC BiH by the fifth day, which they have to change in order to achieve that positive future image for that they had committed themselves to work. On the other hand the weak points of the Mexican system were disclosed and discussed too.
At the end of the training both the Mexican and the Bosnian Herzegovinian partner expressed their contentment and the members of Bosnian Herzegovinian Central Election Commission agreed on that the pilot training was very helpful and fruitful for the effectiveness of their job. Results will be able to follow up.
