Что такое АОВСЕ?

Ассоциация Организаторов Выборов Стран Европы (АОВCЕ) от основания популяризует институционализацию и профессионализацию демократических процессов в регионе, как некоммерческая региональная организация, которая не зависит от политических партий и правительств, обладает правосубъектностью на основе международных законов.

В 1991-м году эксперты по выборам, правительственные и гражданские лидеры образования, а также академики собрались в Будапеште, Венгрия на Симпозиуме избирательных систем стран Центральной Европы. Эта историческая встреча стала основанием создания Ассоциации Организаторов Выборов Стран Центральной и Восточной Европы. После основания АОВСЕ организовала конференции почти каждый год, на которых рассматривались текущие теоретические и практические вопросы относящиеся к выборам региона. Ежегодние конференции сосредоточивались на широком разноообразии тем, таких как прозрачность выборов, СМИ и выборы, избирательная технология, реформы финансирования кампаний, участие граждан в процессе. Эти встречи важные для специалистов по выборам, которые сталкиваются с руководством, администрацией и посредничеством избирательных событий при условиях вызова.

In past years, we expanded our programming to better support our own members as well as others in the region facing similar issues. We now employs decade and a half of experience to conduct targeted professional development seminars and training, organize election observation missions, and collect election-related materials. We also maintain a Documentation Centre with information on election law and administration, voter education, election results, and other useful topics.

When the ACEEEO was established our region was on its way towards democracy. On the basis of 15 years-of experience, in 2006 we considered that it is time to become an Association of Election Officials without any regional limitation and to open new perspectives in the inter-regional co-operation of electoral experts. On our 15th Jubilee Annual Conference in 2006, in Jurmala (Latvia) we adopted our new strategy and new name. As the Association of European Election Officials, we have been determined to make new efforts to widen the scope of our cooperation with election stakeholders.

The ACEEEO membership is open to electoral management bodies as institutions, individual experts and election professionals, and organizations supporting the electoral process. Currently, 23 EMBs, state-level associations of election officials, and one international non-profit organization have signed the Charter. The Association has the following organs: General Assembly, the Executive Board, the Secretariat and the Advisory Board under the Secretary General’s direction.
