Elections in the Republic are based on universal, direct and free suffrage and secret ballot. All Albanian citizens over 18 have the right to vote and those over 21 are eligible to be elected. Parliamentary elections have got two rounds. One hundred seats are allocated in the first round among the candidates from the single-member constituencies on the basis of majority votes, exceeding 50% of all votes cast, and the others are allocated on the basis of national proportional distribution of the surplus votes. In the constituencies where simple majority is not reached, a second round is held. There are 155 representatives in the Parliament, who were elected in 1997. Representatives are elected for four years.
