BiH consists of two entities: the Federation of BiH and the Republic of Srpska (RS). The Federation of BiH is divided into 10 cantons and has 84 municipalities, while there are 62 municipalities in RS. The final treaty, concluded on March 5, 1999, created a special Brcko District for the entire pre-war municipality whose territory belongs to both entities, the RS and the Federation.

The Parliamentary Assembly of Bosnia and Herzegovina consists of two houses: the House of Peoples and the House of Representatives.
The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina consists of 42 members: registered voters in the Federation directly elected 28 (21 are elected from multi-member constituencies and 7 are compensatory mandates elected from the territory of the Federation as a whole) and registered voters in the Republic of Srpska directly elected the remaining 14 (9 are elected from multi-member constituencies and 5 are compensatory mandates from the territory of RS).

The House of People of BiH includes 15 delegates, two thirds of whom come from the Federation and one third from RS. The mandate of the members is for two years.
All BIH citizens over 18 years of age are registered voters having the right to vote.
