The election law of the Republic regulates the order of the elections to the two chambers of the Parliament, the upper and lower chambers and the election of the President. Every Croat citizen over 18 has got an active and a passive right to vote. Elections are carried out in a direct way with secret ballot. Half of the seats in the House of Representatives is allocated by means of votes obtained in two rounds in the individual constituencies, the other half is distributed on the basis of the votes obtained on the lists. The House of Representatives has got 124 seats and its representatives were elected in 1995 for four years. The upper chamber with 68 members is also elected for four years.
