The
Parliament of the Republic of Moldova is elected by a universal,
equal, direct, secret and freely expressed vote, for a period
of four years. The elections to Parliament are conducted on
the basis of one national electoral district in which 101
deputies are elected based on a "full proportional system".
The
distribution of parliamentary seats among the electoral contestants
is defined by the Central Electoral Commission through a sequential
division of the number of valid votes cast for each electoral
candidate, except for independent candidates, by 1, 2, 3,
4, etc. up to the figure that corresponds to the number of
seats in Parliament (d'Hont method). Of the results of all
divisions and of the number of valid votes cast for independent
candidates, as many numbers shall be selected in declining
order as there are mandates to be distributed. Parties, other
social-political organizations and electoral blocs shall receive
as many mandates as the numbers they own in the declining
range. The electoral threshold for political parties, socio-political
movements, and electoral blocs is 6%, for independent candidates
- 3% of all valid votes cast.
