The citizens of the Russian Federation take part in the election on the basis of universal, equal, direct suffrage by secret ballot. Every citizen over 18 complying with the regulations has the right to vote and can be elected a representative. Candidates can be forwarded by election organisations and directly by voters. The lower chamber - duma - consists of 450 members, out of them 225 are elected from single-member constituencies while 225 are elected on the lists for four years. The upper chamber - consisting of 178 members - is formed on the territorial basis through permanent elections.
